This is honestly, one hard code to crack. 5x+16 stands for a type of code---affine coding to be exact. However, after using an online decoder, only part of the message is successfully deciphered. Either way, this message is obviously a warning of some sorts. Get prepared, get gagged up, and toons unite!

Like everyone else, I can only decipher the first encoded paragraph. But I've seen the image, and it tells a dark story. If anyone's seen the original story video for ToonTown, then it basically foreshadows that. Just seeing the picture, it just creeps me out. I think I know the story of ToonTown now.

Thanks to King Droopy, I FIGURED IT OUT I THINK. Does anyone remember the SILLY MACHINE?! because, it made "ripples" in toontown making all of toontown toonier.. or.. sillier, or funnier.. or.. whatever. anyways, does this mean the SILLY MACHINE!?! one last thing to figure out.. Doctor. who IS the doctor? a spin doctor.. a toon.. OR ONE OF THE SCIENTIST WORKING ON THE SILLY MACHINE! I hope they bring BIG toon hall back. and the silly machine too! i hope we can figure this out completely soon.

The activation of the meter may have caused all communications to be changed. Hmm... hopefully the cogs will not beat us to further advancements!
